Why Was an Ad Criticizing Mayor Bloomberg for NYC's Marijuana Arrest Policy Censored?

New York City has the dubious distinction as the marijuana arrest capital of the world. The mayor's office doesn't seem to want to allow attention drawn to it.

Driving along the Brooklyn Queens Expressway (BQE), you’ll see advertisements for just about everything, including alcohol, strip clubs and casinos. But there’s one ad you won’t see: a rejected billboard highlighting Mayor Bloomberg’s marijuana arrests policies in New York City.

Most New Yorkers don’t know that last year, the New York Police Department arrested close to 50,000 people for marijuana possession at a staggering cost of nearly $100 million. Even fewer know that possession of marijuana has been decriminalized in New York State since 1977. Yet over thirty years later, New York City has the dubious distinction as the marijuana arrest capital of the world.

To raise public awareness, the Drug Policy Alliance contracted advertising space on the BQE from TITAN 360, the world’s largest transit advertising company. The billboard, criticizing Mayor Bloomberg for his out of control marijuana arrest policy, was set to go up this week in Brooklyn and run through the month of May. TITAN estimated the billboard would be seen by nearly 400,000 people per day.

Then last week, TITAN rejected the billboard. In an email exchange, the TITAN representative said the landlord refused the ad because of “political circumstances from the Mayor’s office.”

This was a stunning response. What political circumstances? Did the landlord have ties with the Mayor? Was the landlord worried about upsetting the Mayor? We inquired with TITAN—but got no answers.

The rejected ad states: “Nearly half of all New Yorkers have tried marijuana—including Mayor Bloomberg. We can’t arrest them all but Bloomberg is trying.” The ad then states two statistics: “Marijuana arrests last year: 50,000. Cost to taxpayers: nearly $100 million.”

>Prior to 1997, the lowest-level marijuana arrests were one percent of all arrests in the city. Since 1997, marijuana arrests have averaged 10 percent of all arrests in the city. Bloomberg, it turns out, has overseen more low-level marijuana arrests than under Mayors Dinkins, Koch and Giuliani combined.

The vast majority of those arrested are young and an astonishing 87 percent are Black and Latino – even though whites have higher rates of marijuana use. This costs New Yorkers nearly $100 million, while we face severe cuts to services like education and the MTA.

Why are there so many people arrested if marijuana is decriminalized? Often it's because in the course of interacting with the police, individuals are asked to empty their pockets. That results in the pot being "open to public view" – which is, technically, a misdemeanor. Most of those arrested spend a day or two in holding cells before being released. But even a simple arrest for a minor drug offense can have profound collateral consequences, like loss of college financial aid, food stamps, public housing and, in some cases, even voting rights. For immigrants in our City—even legal immigrants—these arrests often lead to deportation.

    Much more to it than that. Corporatist Bloomberg, who is still mayor because he did away with term limits, uses the draconian pot laws to get people "into the system." Pot laws provide work/money for cops, lawyers, judges, DEA, private prisons, etc.

    Wait, what am I hearing? You mean in NY if someone gets stopped by the police they have to empty thier pockets which can lead to MJ in "public view" and cause them to be arrested? Also this can lead to deportation of illigal immigrants? I didn't know NY was part of AZ

    Money and power talk...that is why one does not criticize Bloomberg.

    NYC has the largest police force in the USA[38,000+auxiliary,school and traffic etc]they have to show a large arrest record, any arrests to support their numbers.

    Bloomberg ... is richest person in New York City and he is the eighth richest in the country with a net worth of $17.5 billion. Bloomberg spent over $108 million of his own money to get re elected, and he really didn't win by many votes.

    This critical MJ add proposed by DPA shines a negative light on Bloomberg which is a no no for the rich and famous. They just do not tolerate it .

    Prohibition of a medicinal plant does not work BUT it supports a multitude of people. Face it... the powers that be "are just not into" the anti-prohib MJ community, even though we are millions strong.

    Thank you Drug Policy Alliance and others for keeping that LIGHT SHINING on the misguided and may I say EVIL people that RULE OVER US like KINGS !!!

    America is Scared, especially law enforcement (their jobs are on the line)
    Big Brother is arresting everyone and jailing them for not cooperating with the Big plan, "employment for law enforcement, judges, DA's, etc". It's one of the country's huge money maker...The sad thing is, we just let them & let them! Soon-most of the population will have arrest records and good jobs will be had by NONE!!!!

    NYC that ugly dirty bitch-ass city arresting minorities for marijuana possession to fill up a quota. I'm so glad I got out of that rat hole. Ever since the idiot Bush and his crooks knocked down the World Trade Center Towers that city has been cursed. It'll never be the same.

    I think "picket" has it right...one just doesn't criticize his Lordship or any of his minions, OR shine the light on this ridiculous expenditure to ethnically "cleanse" NYC. Mikey hopes to succeed where Rudy failed: Make NYC "safe and hospitable" for all the Wall Street Mafiosi, rentiers, banksters, and their assorted hangers-on, and aggressively unwelcoming to others -- except for those who perform the minimum-wage scut-work to clean up after and "serve" tourists and the high-toned scum. Of course, they'll be welcome only for their usual 8-hour tour of duty, then they need to go back to their hovels in/near the immediate suburbs. Whether they realize it or not, even NYPD falls into the category of "useful servants" but socially unwelcome.

    Illegal drug use is a huge blight on our society, the government has not gone far enough to enforce the laws and they need to crack down more not let up. Have you ever worked with drug addicts? they are lazy and cause trouble legalizing drugs is one of the worst things we could do.

  • take your drug war propaganda and peddle it somewhere else...study after study shows there is NO correlation/causation between cannabis use and *laziness* - furthermore, laziness is not a crime...the drug war however has caused serious corruption throughout the "justice" system...

    Hmmm...so a billboard company will not display "attack ads". Down here in Texas, politicians have billboards put up all over town 'addressing issues' with their political opponents. Does this company refuse to work with political campaigns, especially Mr Bloombergs??

    IF YOU TAKE THE PROFIT OUT OF SALE OF IT,THE CRIMINALS WILL NO LONGER WANT TO MESS WITH IT,THEY ARE IN IT FOR THE MONEY AND BETWEEN CALIFORNIA AND KENTUCKY THEY COULD DRIVE THE PRICE DOWN TO NOTHING.
